Hide Scrollbars in Sidebar and Panes When Inactive

Scrollbars are always visible in sidebars and panes, even when the user is not interacting with them. This clutters the UI and creates unnecessary distraction.

Automatically hide scrollbars in sidebar and panes while they are inactive. Show scrollbars only on hover or when focused.
