Make Library a Button (with option to open in tab / dual pane)

Problem

Currently, the Library always opens in a new tab, which breaks continuity of the user actions.

Suggested Solution

• Turn the Library into a button.

• Allow users to optionally open the Library in a tab/dual pane, so they can browse resources side-by-side with their current work without losing context.
